About the NC Department of Agricultrue


The NC Department of Agriculture is part of the North Caroliina State Government and is headquartered in Downtown Raleigh, NC.

 

There have been multiple projects with the Dept of Agriculture:

  • Full rewrite of in-house Animal Health Application from ASP.net / SQL 2016 to Angular / .Net 10 APIs and SQL 2025
  • Creation of public online form:  Notification of Breaking a North Carolina Seal on a Propane Meter
  • Legacy Support and Creation of SOAP interface to the Food and Drug Administration (FDA)

 

I have been a supporting to NC Department of Agriculture since February 2025.

Animal Health Application Redesign

 

This has been a SCRUM project that began in January 2026 with anticipated release in the 1st Quarter of 2027.  The existing application is over 20 years old with multiple contractors and developers making contributions over the years.

 

The list of User Stories for the complexity of this project is extensive.  These are the primary goals and objectives: 

  • Create a new modern application that is faster and corrects the issues with the current application
  • Keep it simple and easy to use
  • Cleanup and correct issues with the data in the current database 
  • Automate the migration process for moving it to a new SQL Server 2025 Database  
  • Simplify the searches and make it easier to for user to locate and use that information
  • Create a way to create custom reports and export those report to Excel.
  • Add Security to allow or restrict access based upon assigned security groups.

Notification of Broken Propane Meter Seal
(Online Form)

 

This form replaces an online Microsoft form that was not able to meet all the functionality that was required.  The purpose of the form is to notify the State of NC about a Safety and Compliance issue with supporting documentation.  The is form is public and used by those in the field who are authorized to perform the work.

Some of the key requirements are: 

  • Make the form mobile friendly for submission from phones.
  • Make the form appropriately match the NC Department of Agriculture Website
  • Add the ability to upload photos taken with the users phone
  • Add the ability to upload documents in pdf, xls or doc format.
  • Integrate a lookup feature to help the technician locate the appropriate license number
  • Send email copies of the report and attachments to appropriate NC State Representatives and a copy to the technician.

Broken Meter Seal

FDA SOAP Integration (Legacy Support)

 

The NC Department needed to meet a Federal requirement of integrating with a system at the Food and Drug Administration.  This system used a SOAP API. 

 

I assisted them in meeting this requirement by developing: 

  •  interfaces for data exchange between the NC Department of Agriculture and US Food and Drug Administration(FDA)
  • REST API and user interface to lookup businesses in the FDA’s Database
  • SOAP interface and submission form to send inspection results to the FDA.
